TENANT BASED RENTAL ASSISTANCE

House of Hope’s TBRA program

  • Financial assistance and supportive case management services for individuals and families experiencing homelessness. The program is based on the Housing First model, a homeless assistance approach that prioritizes providing permanent housing to people experiencing homelessness, then providing supportive services. 
     

Program Offers:

  • Supportive services (but not required)

  • Financial assistance with monthly rent, security deposits and possibly, utilities

  • Monthly rental assistance up to 24 months

Client Eligibility: 

  • Homeless or at risk of homelessness AND

  • Income at or below 60% of County Median Income

  • Youth 18-24 or families with at least one child under the age of 18

  • Income and assets need to be verified

  • Recipients have 60 days to find an eligible unit

Rental Standards:  

  • TBRA funding can be used in Brown (but outside the city limits of Green Bay), Shawano, Kewaunee, Oconto, Manitowoc, Sheboygan and Outagamie counties

  • Be priced at or below HUD fair market rent standards

  • Meet HUD rent reasonableness standards for comparable units in Brown County

  • Meet a habitability standards inspection

  • Meet lead-based paint requirements
